The McKean Township Trustees met in regular session December 14, 2009 with trustees Schwartzenberger, Wintermute, and Fiscal Officer P. Ellas answering roll call. Trustee McInturff arriving later. After the pledge to the flag, the trustees addressed the audience. Monroe Twp Fire Dept stopped in to drop off the fire contract for 2010.
Reports - After review of all reports submitted, motion to accept the fund balances, bank reconciliation, purchase orders and blanket certificate made by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed.
Old Business - It was noted that the road worker that was hired previous did not pass the drug test and the agreement to hire was null and void.
New Business - Minutes from the last meetings were approved as read, motion by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed. McKean was in receipt of the Granville Twp Fire contract and the Monroe Twp Fire contract. They are both for two year periods agreeing that Granville will receive some 79.3% and Monroe 20.7% of the total levy monies. Motion to accept the Granville Fire Dept. and Monroe Twp Fire Dept contracts made by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed. Zoning appointments were then reviewed. Motion by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed to appoint Dave Kirwin for a five year period to the Zoning Board and Beverly Keener for a five year period to the Appeal Board. The township state and local dues are due by Jan 9. Motion by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed to pay the dues. Several cemetery deeds had been prepared for the Fredonia Cemetery. The Trustees signed the deeds and acknowledged that the Gosnell family had decorated the front gates to the cemetery for the holidays.
As required by law, a motion is needed to set the salary for next year. As in the past, motion to set the trustee pay as a salary instead of per diem with no raise, made by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed. The fiscal officer then requested a motion to increase the revenue and appropriations for the Fire Dept fund by $10500.00, Cemetery Fund by $5000.00, and decrease the public works $40408.31, so moved by Trustee Schwartzenberger, seconded Trustee Wintermute, all agreed
The was then discussed by the fiscal officer that the County Engineer and County Prosecutor recommended that all townships should have stop ahead signs in certain areas and pavement end signs. Each township should review their roads for their needs. The Trustees agreed they would review the need when traveling all roads in Jan or Feb. It was also discussed that several more wrecks had occured at Highwater. Although this intersection was a county and state road, motion to request that the county and state review the traffic at the Highwater and Fredonia intersections and to recommend that they place the new solar LED lighted stop signs at both intersections, made by trustee Wintermute, seconded Trustee McInturff, all agreed.
Motion to pay all the bills presented made by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed. After checking the calendar, motion to set the 2010 organizational meeting on the second Monday of January at 6:00pm and the zoning board and appeal board meeting on Thursday, January 14, 2010 at 7:30pm, all agreed. After some discussion as to road conditions, motion to adjourn the meeting by Trustee Wintermute, seconded Trustee McInturff, all agreed.
