McKean Township Minutes


The McKean Township Trustees met in regular session July 14, 2008 with all Trustees and Fiscal Officer answering roll call. After the pledge to the flag, the floor was open to the public.

Audience - Debbie Lowe was in to question the zoning variance procedure for McKean. She was interested in purchasing property adjoining her property without it conforming to today's standards. She was told of exempted lot splits and advised to contact Licking County Planning where they actually do the lot splits. Jim Mackey stopped in to question why the township posted Hankinson Road with a sign stating road closed through winter months. He stated he was having trouble getting insurance for a house he was to going to build. It was explained it had been posted for many, many years and was similar to signs posted by the county on roads with bad hills. It was not a white sign meaning mandatory but a yellow sign recommending. Mr. Mackey was told to try insurance companies stating the sign was yellow not white.

Reports - Minutes from the last meeting were approved as given with motion by Trustee Schwartzenberger, seconded Trustee McInturff, all agreed. Fire Department runs were reported: Granville quarterly was 8 incidents and 1 fire and Monroe quarterly was 12 incidents and 3 fire. After review, motion to accept fund balances, bank reconcilation, purchase orders, and blanket certificates made by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed.

Road Supersor - It was reported the first mowing round was almost complete and the big truck needed repairs to be made by Mark.

New Business - Motion to pay today's bills made by Trustee Schwartzenberger, seconded Trustee Wintermute, all agreed. Copies of the current drive culvert permit were reviewed by the Trustees. It was noted that Trustee McInturff had viewed many drive culverts and length seemed to be an issue. Most drives need to be wide enough to give room to service trucks such as fire, gas, and UPS. With this in mind motion by Trustee Wintermute, seconded Trustee McInturff, all agreed to change item D of number II Design Regulations to 30 Ft long and item E to recommend concrete and double wall smooth wall plastic.

State issue 1 grant packets will be due Sept 1 of this year. The Fiscall Officer will be attending a training class on Wednesday for the updates and requirements this year. After discussion it was agreed by motion by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed we would apply for widen and paving of the north section of Chatham Road. Phyllis to contact the County Engineer to prepare the road estimate. The FEMA claim was submitted for $2763.96 reimbursement of expense during the clearing of the 20 inches of snow fall in March.

After some discussion as to conditions of the roads, motion to adjourn by Trustee Schwartzenberger, seconded Trustee McInturff, all agreed.
